The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter
Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared β temporarily β to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from different nations. Significant resources is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through up-to-date information. From observation points, defense planes that had been scrambled to counter approaching guided weapons roared overhead β advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group β almost certainly imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft β it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities β experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on international aid β a dependence that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, controversy and deep concern β and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them β that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles β on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
