UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of local authorities are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to shore up their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Cases of Planned Sales

One local authority in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to increase local levies next spring to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities this week also found local finances being strained by the growing number of children and older individuals requiring Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
